Policy for Employment of W-2(Wisconsin Works) Recipients
State agencies with more than 100 full-time equivalent positions are required under Stats., s.230.147(1) to develop and implement plans to employ customers of the Wisconsin Works (W-2) program. This statute requires these agencies to employ W-2 Customers in the same ratio as the average number of people receiving aid in Wisconsin to the average number of people in Wisconsin's civilian labor force. For the past 11 years, the hiring goals for State agencies has been 6 percent (6%) of new original permanent appointments. For fiscal year 2001, it is still 6%.
Agencies may designate specific positions for W-2 hires. These positions may then be eligible for alternative assessment/certification under ER-MRS 27 Wis. Admin. Code.
State agencies may also use the Administrative Support Training and Experience Questionnaire (ASTEQ), an objective inventory, to fill office support and related vacancies. Certification is based upon the criteria the hiring manager identifies for the position.
- UW Whitewater's Human Resources and Diversity Office will be responsible for ensuring that classified positions are identified for the employment of W-2 recipients.
- UW Whitewater will review all projected classified vacancies to determine the appropriateness of using the W-2 register.
- UW Whitewater will use the following forms for planning and reporting W-2 efforts:
DER-DAA-4 - Permanent W-2 Positions - Planning
DER-DAA-5 - Permanent W-2 Positions - Reporting
DER-DAA-17 - Non-Permanent W-2 Positions - Planning
DER-DAA-18 - Non Permanent W-2 Positions - Reporting - UW Whitewater will identify and establish support services, which would include:
Car or van pooling within the surrounding rural areas of the Whitewater community
Flexible work schedules to accommodate child care and work needs
Orientation of the work unit
In addition, the University Children's Center and Counseling Center may be called upon, if appropriate.

STATEMENT OF PURPOSE
It is the policy of the University of Wisconsin-Whitewater to provide reasonable accommodations for qualified individuals with disabilities who are employees or applicants for employment. Reasonable accommodations will be provided in a timely and cost-effective manner. Questions regarding this policy can be addressed to UW-Whitewater's Assistant to the Chancellor for Equal Opportunity.
DEFINITIONS
A. "Disabled individual" The term "disability" has the same meaning as "handicap" in state and federal law. (111.32 Wis.St.; ADA, 42 U.S. Code 12101 et.seg; and the Rehabilitation Act, 29 U.S. Code 794).
- A person is "handicapped" or has a disability" if he or she:
- has a mental or physical impairment which substantially limits one or more of such person's major life activities;
- has a record of such an impairment; or
- is regarded as having such an impairment.
B. "Major life activities" include functions such as caring for one's self, performing manual tasks, walking, seeing, hearing, etc.
C. "Qualified individual with a disability" An individual who with or without reasonable accommodation, has the education, training, and ability to perform the essential functions of a job.
D. "Reasonable accommodation" The modification or restructuring done at the worksite or in the work environment which enables persons with a disability to perform essential functions of a job for which they are qualified.
PROCEDURES TO REQUEST ACCOMMODATIONS
A. Applicants for Employment
Applicants are invited to identify themselves as persons with disabilities on a card. Qualified applicants cannot be denied employment solely on the basis of a need to provide a reasonable accommodation.
B. Employees

- All employees will have the opportunity to identify themselves as persons with disabilities on the Faculty/Staff Information Sheet and the Faculty Employment Data Form.
- Employees are told about their right to request reasonable accommodations:
- During the orientation for all new employees.
- At the time of the biennial survey to allow employees to self-identify as persons with disabilities.
- In the University Handbook.
- An employee who wants to request an accommodation fills out the Disability Accommodation request Form and gives it to his or her supervisor.
- The employee will be informed of the University's decision regarding the accommodation request within 10 working days.
- Employees may be asked to provide verification of their disability.
- The employee (or applicant) will always be the primary person consulted with when determining the most appropriate accommodation.
C. The Appeal Process

- If an employee disagrees with a decision regarding an accommodation request, they have a right to appeal the decision.
- The appeal must be in writing, stating the reasons for the disagreement and sent to the Assistant to the Chancellor for Equal Opportunity within ten working days of the initial decision.
- The Assistant to the Chancellor for Equal Opportunity will review the appeal, may request any pertinent information and make a recommendation to the Chancellor within 15 working days after receipt of the appeal.
- The Chancellor will make the final decision regarding the appeal within 15 working days after the receipt of the Assistant to the Chancellor's recommendation.
